I agree with you 100% it this plan should even exist they should offer 30mbs minimum13

Agreed, but I think it is the cost for the maintenance of the network. Like the charges for hydro, base charge plus usage.8

I agree ! But you shouldn’t settle for 10mb unless you only use the internet very lightly. Few devices.5
