why would a call go to voice mail?

At random times, when I call a friend who is also using Fizz (always the same friend), I end up on my voice mail. It happened 3 times yesterday but, today it's OK. Same thing happens to her occasionally, she calls me and she ends up on her voice mail. Why? How is it fixed?

This is new, never happen to me
I do not see any other option to contact the support
You can contact Fizz support by chat, from 8 AM to 9 PM everyday:
1- Connect to your Fizz account by clicking « Login » in the top right corner at fizz.ca
2- Click on this link: https://fizz.ca/en/faq/I-cant-make-any-calls-on-my-phone-why
3- The green chat bubble should appear after a few seconds in the bottom right corner.3 -
Bad signal. Change the place where you call from and it will pass4
