On Fizz website, start a plan for residential internet. After a few steps, it will ask you the address. Then it will confirm if that building can have internet connected.
BTW, fizz uses Videotron service and cables (and installation technicians). If anyone in the building has or has had Videotron internet or tv, then it should be ok.

    Fan,
Does Videotron's services are available into your building?
If the answer is yes, you'll be able to get Fizz internet.
