Try one by one those 3 solutions who solve a lot of problem

* Restart your phone
* Try enabling air plane mode for 30 seconds then disable
* Take out your SIM and insert it again

Does your APN Setting are well configured on your iphone XR?
Do you have the last IOS update on your phone?
It's not normal.

Then, open a second window and types:

Wait until you see the green bubble chat down to the right of the page.
When you see it, click on it.

If you NEVER have LTE then it may be a mobile issue. Did you have the same issue with your previous provider?3

If It is not the settings of your iPhone (Turning on the LTE) or a minor glitch in the system, it may be a problem with the device itself.
I recently purchased an iPhone Xr (January 7th 2020), I also live downtown MTL and never had issues with my LTE on the Fizz network (see below)
