Issues with network connectivity in Japan?
The two phones are : BlackBerry Priv and Sony Xperia X.
Anyone else had this issue?

Did you enable the data roaming?

Text message does not require data roaming, data usage on the other hand does.
So you should verify again if you have data roaming enable on your phone.5 -
Remember that with Fizz, receiving texts anywhere on the planet is free - as long as you have coverage / cell service.4

@MT yes I did have data roaming on both phones, it was one of the first things I checked.4

When you go in another country you should buy a SIM card from that country. Even Fizz recommande it.

did you buy travel add-on?
data paid from wallet might not work, or else if you do not have money in your fizz wallet.
to receive sms you do not need either funds in wallet or any add-on.

@kk Yes I did buy the Japan travel add-on for 5 $, I purchased it with my standard payment method. In any cases, we ended up renting a pocket WiFi.4

Have you tried turning off automatic network selection and connecting manually? Sometimes when I travel this solves incoming/outgoing text and call issues4

I used the travel add-on for Latin America. It worked well for me in 3 different cities: Bahamas, Costa Maya, Cozumel.
For the fourth city, I couldn't get data to work even if I manually selected the network. I tried 2G, 3G and LTE options.
It turned out that my phone does not support the frequencies used in Honduras. When I passed my Fizz SIM to one of our travel companions, he was able to access mobile data. So the travel add-on was working well.

I would sugget you this advice. Buy a local sim card .
Use preferably messaging apps (whatsapp, messenger).

I dont know about Blackberry, but for Sony it seems the Japan model and overseas models are quite different.
I dont know your exact model but from what I see xperia from outside of Japan is supported only by half of frequencies offered in Japan.
So again, I dont know whats the roaming partner there in Japan, but chances are that it's not supported.
you might try to switch off LTE/4G/3G whatever it offers to see if it connects to lower connection, they might still work well in Japan.
Otherwise, yes pocket wifi = local sim = is the best.
