Why can't I answer someone's question on here when its not my own post?

I've noticed that I'm only capable of answering questions when related to my own personal post. But when someone else asks a question on here I dont have the option no where to reply to it. All I have is: follow this question or report this.
Why cant I reply like other members???

    Check if the a best answer was picked already
    You can see a green boxed check
