No you cannot change 48 hours before the renewal of your plan
Important – any change to your plan must be made 48 hours before the end of your payment cycle. During those 48 hours, systems are frozen and no change can be made. You’ll therefore have to wait for the next payment cycle.

You need to do it at least 48 hours before your billing cycle.Make sure you don’t loose your beginning price if you subscribe before April.4

If you subscribed before October 16, changing your plan will result into you losing the discounted price you have been enjoying.
If you subscribed after October 16, then you have been paying the regular price so you don't have to worry about losing any discounts. You can change your plan any time BEFORE 48 hours of your next billing cycle and it will come into effect at the next billing cycle. So if your next billing cycle starts on December 1, you can change it any time before November 30 (30th and 31st accounting for 48 hours) and it'll come into effect on December 1st when your billing cycle begins.3 -
