is free music streaming included in the regular talk/txt 1gb plan without using up the data? I just want to stream some music without having to be penalized with my mobile data. If so then what apps are included ? I know that videotron has those kinds of deals usually.

Nothing is "included" with your data. Everything you do on data that would require the use of wifi otherwise gets counted as data usage.
However, you could always download and store songs locally on your phone that you could play without wifi/data. If you have Spotify premium for instance, you could do this. Or just the old fashion way of hooking up your phone to a computer and transferring songs to it.12 -
No mobile provider in Canada is allowed to offer music streaming without counting as data usage anymore.8

Exactly, this is deemed as unfair by the CRTC. Therefore all web traffic must be counted equally regardless the carrier or the streamed service. Some carriers got around this by offering the premium version of spotify which allowed for downloads, but this was short lived.9

The CRTC’s reasoning is that if a provider favours any type of web service by having it be exempt from data consumption, it is creating an unfair playing field for other web services that could not be equally favoured.8
