How much ''Japanese data'' should I take for 3 weeks? Can I take a few and add some later?

You can buy travel add-on.
$4 for 250 MB
$5 for 500 MB
You can also pay as you go.
$0.20/MB
The website says that travel add-ons take effect immediately and you can add it to your plan any time.
To do so, you need to login.

In the Travel settings interface, enter the name of your destination country to see the zone, the countries included, and rates that apply.
A Travel Add-on is a one-time package that takes effect immediately and lasts until the end of your next payment cycle.

I was in there in Summer time. $5 for 500 MB will do the job, it cover China, Japan, Korea and Taiwan just fine. I was told it cover Laos too (one friend is there now).
Yes I used out 500m and bought other 500m just fine. You can buy 2nd one in Japan through Fizz data or hotel Wifi.
Only data and SMS incoming working, nothing else (no call in/out, no text outgoing neither).4 -
When you purchase a data add-on, it is valid for the current cycle and the following cycle or until you use all of the data. Given your scenario, one add on of 500MB would be good for the duration of your trip. If you use all of the data before you return, you can purchase another 500MB.2
