We are use as you,
you need to insert during the plan activation. You will find the option when they will show the price with the taxes do not confirm before insert the referral code.

I remember there was an option to enter referral code when buying the sim card. Not sure about when buying a plan though

I read a few days ago that the referral program isn't working during the stabilization period, which is still ongoing. Maybe this is the reason why there is no possibility to input the referral code.
