Yes, as long as your plan is Canada unlimited, you can make and receive calls and texts from anywhere in Canada and to anywhere in Canada.8

The Canada plan is good for calls to numbers throughout Canada. Quebec plan includes calls to numbers throughout Quebec/Ottawa. Canada/USA plan includes calls to numbers throughout Canada/USA.8

Ya if you have Canada Unlimited, there is no extra charge. I've been calling out to family outside of subscription within Canada and no extra charges.6

If you are just out of the Fizz network in Canada and have the Canada Wide plan, you can call or text anywhere else in Canada for free as long as you are roaming on the partner network (shows up as Fizz EXT).
However if you are in the US or Outside the Country you would not be able to call or text anyone even in Canada as you are out of the subscription zone (Canada), even if you are calling or texting someone in Canada.
Outgoing Texts are free and international as long as you are within your plan coverage zone (Canada)4 -
