Can non-data plan use 500mb of mobile data bonus (perks)?

My parents has a non-data plan. Only voice plan with Fizz. His got 500mb on his perks, can he use that even though he does not have a data plan?

You can. I has a non-data plan use the 500m. Wait to level 1 get 256m data on second month.6
