Can non-data plan use 500mb of mobile data bonus (perks)?

My parents has a non-data plan. Only voice plan with Fizz. His got 500mb on his perks, can he use that even though he does not have a data plan?

    Certainly you can. Otherwise, they wouldn't give your data perks.

    Absolutely!
    That's why they received them, just to use them.
    They might even get the 2 gig perk on April 9: keep fingers and toes crossed
