You need to call Petro - Canada to get the PIN.
In my porting process with another provider, I had to provide the PIN and the address. I guess you also need the address you put on your Petro - Canada's account. The PIN and the address uniquely identify your account.

I think you can go to your petro-canada account online and have the pin. If you don’t find it contact their support because according to this page they need it https://mobility.petro-canada.ca/support-number-portability.aspx5

Usually Petro Canada account number and your name on account is sufficient for porting.
Seems it's also good to get the account password / PIN from Petro-Canada.10 -
