Problem with the cell reception?

Hello,
I have an iPhone 5s and my cell reception never goes higher than 2 bars out of 4 even when I'm at work at downtown. Whenever I make a phone call, it needs to go into FIZZ-EXT and it takes about 15-20 seconds before it starts ringing. What can I do to fix this problem?
Also I can't seem to update my carrier, it is currently FIZZ 35.0 right now. Am I up to date?

Network is down for me too. They better fix this soon or they will be losing a lot of new customers.2

The Fizz network is down at the moment, so I'd hold off until that is reestablished to be sure your issue is worth resolving! Best of luck.3

Even when the network is normal, I have trouble making phone calls, it has been like this for 2 weeks now...2

Most likely because you have an old mobile phone2

I read somewhere, that in order to work properly with the iphone, the ios should be update. However, with an 5s you are very limited and you cannot update the ios0
