Fizz home internet is only available where Videotron is the cable provider in the area. So unfortunately for you this is not the case in Ottawa, thus Fizz home internet is not available anywhere in Ottawa (or Ontario for that matter).5

Fizz website says "It’s currently available to many residential addresses in Quebec and Ontario" I think this would imply that they are offering Videotron's LTE mobile internet? Not the cable version.
Videotron's website says " Roaming rates apply outside Videotron and its partner network in Quebec and Ottawa area."5 -
I think that is a bug in their system. I was in the same situation before, and filed a complain with fizz. After a while, they fixed the issue for me.6

Check the Videotron website. If you can get Videotron Internet, you should be able to get Fizz.
Try Fizz website again with different browser, desktop or laptop if possible. Or clear your browser cache and try incognito.7
