Why is my LTE upload speed slow?

Forgive me for the repost, I accidentally approved an answer and unfortunately I guess it closed the thread.
Ever since I switched to Fizz, I've been unable to send MMS, I thought it was because something was wrong with MMS but now I'm starting to think it's an upload issue.

As you can see my download is fast but my upload is almost 0 on LTE (it sometimes goes up to 0.03 during the speedtest). I've tried everything I can think of. I've contacted support, manually input the APN, tried the SIM card in a different phone, I tried it in multiple locations in Montreal and the north shore of Montreal, restarted my phone's factory defaults, contacted support again. Nothing does it. With such slow up speeds,, some online services don't work at all. I can't load most webpages, I can't upload pictures, I can't get traffic data on my phone to use it as a GPS.
What else can I do?
In my previous thread, Allison W. suggested that I try 3G and that doesn't work at all, no upload or download at all. As for the bands, it's a Samsung Galaxy S7 which should be compatible.

It doesn't work in 3G at all? It should be able to use H+ speeds which are very usable for almost everything but maybe streaming HD video. An S7 shouldn't have any problems on videotron's network. Either there's something wrong with the way your account was activated, something wrong with the SIM, or something wrong with your phone. You should have data when your phone is set to use 3G, and you should have measurable up and download speeds when on LTE.11

Allison get good point. Try to use this sim in different phone and try again. It look like you have a typo on your APN setting (Android phone I guess). Redo APN setting again:
Fizz APN settings are:
APN: mobile.bm
MMSC: http://mms.mobile.bm
MMS proxy: mmsproxy.mobile.bm
MMS port: 80
APN type: default,mms,supl11 -
With 3G it's completely unable to connect to anything, I tried with my Nexus 4 (which only does 3G) and I was surprised to find out that in that phone it doesn't work whatsoever. I switched the mode to 3G in the settings as per Allison's recommendation and when I do that, it doesn't connect to anything, same as with the Nexus 4. I suspect there's something wrong with the sim or on videotron's end because both of my Nexus 4 and my S7 have previously worked with 3G and LTE respectively.
As for the APN settings, I have tried to input those manually on two separate occasions and even had Fizz customer support look them over and it was fine. So something is not working correctly here.8 -
So since you've ruled out a problem with the phone, it's down to the SIM or the account set up. Dealing the Fizz customer service is going to be your next challenge then.6

I get 0 Mbps for upload as well, though it usually jumps up to about 1 Mbps by the end of the test. I have gotten the same result from 3G H+, LTE and LTE+ on Fizz and Fizz Ext. This is using an Essential PH-1 from Koodo that easily gave 40 Mbps in both directions on Koodo. I don't have any trouble sending mms messages, however. The issues may be related for you but they are clearly not necessarily caused by the same problem...that or the fact I can occasionally get 1 Mbps is the reason why mms works for me.8

New information, what a strange thing... My brother happened to swing by and I tried my sim in his phone (LTE, unlike the Nexus4) and it worked perfectly fine in his phone... I'm stumped. Going to try a full reset of my phone but wow.8

Is your phone rooted? Coming from another carrier? Which one?
I have a s7 rooted at home, we can do a test on Friday if you want, otherwise I can't until few weeks.6 -

In the speed test app, did you try to select another server location?
Also, take a picture with your phone and let us know how long it takes to upload it to imgur (should be under 1 min if lte is ok)6 -
I didn't manually try to select other servers but it tried three different ones on its own. As for getting to imgur, it doesn't want to go there. I can't get onto Imgur with LTE.6

Thanks a lot for the offer, I'm from Terrebonne and not really able to travel to Montreal for the next little while. I'm (maybe) bumping into a bunch of issues with this phone now even post factory reset. I'm not receiving some texts which may or may not be the fault of my phone or even Fizz.I'm usually pretty good at diagnosing issues like these on PC but I this has been confusing.6

Your Nexus 4 does not support the frequencies for it to work on Fizz's network. As for your S7, is it a Canadian model? If not, this could be issue as it may not support all of the frequencies on Fizz's network too.
Take a look at https://willmyphonework.net/ and enter the correct model of the S7 to see which frequencies that work on Videotron (same network as Fizz's).5 -

Alright so I just tested my phone with my brother's sim card from a competitor (I don't know if we're allowed to name competitors here but it's the big boys in blue.) Using his line I'm able to send and received MMS as well as upload data. So I'm back to suspecting there's something wrong with my line with Fizz.2

Working on it, it's not looking good. I tried with a family member's sim card (message pending) and it worked so the phone is clearly able to do it.5
