Where the "SIM network unlock PIN" at?

Today, I activated my SIM card while transferring my number from my previous provider. I followed the steps written on the site/email. However, I currently have a screen that says "SIM network unlock PIN" on my screen.
Where can I get this PIN?
I never got an email about it and the site says to wait until I get a text before start using my plan (How can I get a text, if I can't even get my SIM card to work?). Wifi works fine. Phone is LG G4.
FYI I've tried:
- power cycling
- re-inserting the SIM card
- going through My Account > Manage Plans and only found my PUK
- can't even login to my previous provider's online account to check up on it because, transferred number
- can't even call my previous provider because, SIM card doesn't work
- no one answering on Fizz Facebook, no Live Chat bubble

I think your phone is locked to your previous carrier. You can either contact your previous carrier for the unlock code or get one from Ebay for really cheap.16

There’s an option in your account interface plans > manage > unblock sim
It gives you the option to reveal a code to unlock your sim. Hope it works10 -

Looks like locked phone, you need to contact you previous provider to have it unlocked or there is people on ebay that does it.4

Definitely a locked phone. If you know the carrier this phone is locked to, either you can call that provider to obtain the free unlock code, or checkout https://cellphoneunlock.net/products/how-to-unlock-lg-g4/ to obtain a code for $9.3

The answer was that my phone is still locked Whoever responded to me from Zoomer the first time didn't know what they were talking about and told me my phone was already unlocked. By Canadian law, cellular providers must unlock your phone free of charge.

Notes:
1) 1234 does not work as a PIN
2) Plans > Manage > Unlock PIN reveals a PUK code which helps you unblock your phone when you spam the wrong answer too many times. Not the same problem I think?6
