The documentation says it should appear on any page, yet I don't see it on any page.

It's a myth. Like unicorns. It doesn't really exist. I've been waiting for an hour and it doesn't appear. I'm just going to call Visa and reverse the charge for the SIM. This is ridiculous.16

It does not show if they are having a high number of customer in line for the chat.
You can also contact trough instant messages on their FaceBook page or use the contact form you will find in your My Profil page.
Opening hours for chat are 07:00- 22:0 weekdays and 10:00 - 18:00 WE

The bubble doesn't always show up. Only true believers can see it.
Try the Contact Form. It's visible all the time. Or Facebook chat, if you have Facebook.16 -
You have to be logged, to go to the solution hub, find the article related to your problem.
While you will read it, the bubble will appear, you just have to wait 14 -

I think you need a sim activated to get the chance to chat. Feels like this website takes 10 steps backwards to even take one forward13
