Can't gift data to a friend... receiving weird message on fizz page...?

Did you try with the mobile number or only by the email?
Therefore, you need to try without using the contact but only by number10 -
It looks like you are trying to gift data to someone without a data Plan, is that right? If so, they can’t receive data gifts. See https://fizz.ca/en/faq/what-is-data-gifting-and-how-does-it-work12

Does he has a data plan (1gb at least)? If not you won't be able to send him any data I am afraid.10

Maybe he doesn't have a data plan. If he does not have at least 1GB of data on his plan, you cannot share data with him9

He received gift data before... this is some kind of a bug with Fizz.

Is it possible he has changed his privacy settings? If they are now incognito they can't receive gifts. Might be good to reach out to support.10

Normally that error occurs when the customer doesn't have a data plan.9

Your friend may be using only the data from the bonus upgrades. If your friend recently changed to a plan without data (paying for 1 GB or more), then unfortunately s/he can no longer participate in data gifting. The only data gift your friend can receive is from data perks.10 -
