Elena gave you the good answer. There is 0.05*1.15=0.0575 ~ 0.06. They have to be deducted from your ballance, fees with tax included, so when you arrive at 0$, all taxes to be already payed.1 -

You can't track the phone based on IMEI. As jvh_NVPF2 said, you can report it lost, and the IMEI will be blocked on all mobile providers in N.A.1
