Answers above are correct. The ip is assigned dynamically with DHCP and rebooting isn't enough to get a new ip address since if the lease time has not yet expired. If you really just need a new public IP address, get yourself a VPN. There are a few inexpensive ones like NordVPN and PIA.

I've had this problem a few times too. Sometimes deleting and reinstalling the app works. I did also switch my phone to English so that may have helped as well.
