No, I don't believe so. I looked into this before, because I wanted to try and nab an invite, but the people I asked who had them said there was no way to transfer it. I think Fizz is only choosing people in specific Postal Codes, so that they can test the full range of their network.

FYI, I got an answer from Fizz via Facebook. They told me that they can only transfer Quebec or Ottawa area phone numbers over. Hopefully this can clarify it for anyone else wondering the same thing.
