I have a Oneplus 6 and I had the same problem , after doing everything possible that I found on internet, nothing worked. So I decided to put the sim card in my old Nexus 5 and it worked just fine, I was able to send and receive SMS and MMS without delay after changed the APN setup for Fizz.
