I have a Pixel 3. I don't remember noticing the app prior to the factory reset.

I do not have a data plan. I only have the 250 MB upgrade and 500 MB perk but it doesn't show on the data meter.

I am also using Google Pixel 3, and I confirm that I can send and receive MMS with the default texting app.

No need to add extra data if you use the 250 MB upgrade from the Rewards Program.
