  In my Router, I had the previous speed detected as max speed in the QOS. May be try to re-test the speed from the router to maximize the available download/upload speed with the new provider.

  I believe, as long as you dont have any $$ in your wallet you are good. Your plan coverage is what drives what is free/or paid ( using add on or wallet)
