Other providers has already had it on their network for a while, and since Fizz uses the same network, it will hopefully not require a lot of work to turn it on for Fizz. Most of the other carriers, even discount carriers, already have it.

No fix yet. I've contacted both Apple and Fizz support. After asking me to try the standard steps (enable/disable, restart, reset network settings, etc.), they both said to wait 24 hours in case it's a temporary issue, which feels like a generic answer that doesn't identify the actual source of the problem. Thanks all. Unfortunately none of these suggestions helped. I contacted Fizz support via chat (the only available method) and have currently been waiting for 30 minutes for someone to respond (following the initial automated response from their chatbot).

If you're forcing the WAN port on your router to 1 Gbps, try auto speed & auto duplex instead. It should auto-negotiate 1 Gbps with the modem, and having auto speed/duplex on one side of the link and manual configuration on the other side can sometimes cause issues. Thanks, I did as you suggested. It turns out that if there are users assigned to these plans (which there were), it's not possible to share upgrades between them. I removed the users from the plans, and they are now available for upgrades. Problem solved.
