If turning off doesnt solve the problème. Make sure the wired device device is not old. Some older devices are not able to support the actual speed. Try wiring another device and see what the result is.

If you are lucky and your number was not already given to a new customer . It could still be available. Try to contact CSR as Philip said or try to order a new line using tne number you want it could work if the number is still available.
