If you are referring internet plan, the speed changes the following business day (and updating the upcoming billing cycle). Otherwise, you should consider adding an add-on for the current billing cycle.

10 Mbps is 1.25 MB/seconds. It's possible that you can watch FHD (1080p) video, but possibly limit with FHD 60 fps video. For the 4K video, it's definitely not sustainable. Reference: https://support.google.com/youtube/answer/78358?hl=en
