As said by Sergio, you probably need to enter the APN Setting manually. Some older phone doesn't receive config messages but still, support Fizz by entering the config manually. That's what I did on my wife phone, a Galaxy Grand Prime, works like a charm.

The risk is not for the advanced user who is cautious about their browser extensions. I see a risk for the average user who might have installed compromised extensions in their browsers that can screen the console output. There's more of them than you can think. This happens when you are logged in your account. Each time you navigate, it prints out in the console. Still on 4G here in Sherbrooke, QC, no sign of LTE. Rebooted my phone, toggling plane mode, nothing do it. The fix might not be rolled out here yet.

I have the exact same issue here. Everything works fine except sending sms. Sherbrooke, Quebec area. Seems like an issue on Fizz,/Videotron end. Rebooted my phone à few times, event shutdown and let it on the counter for a while before restating it, still the same issue. I would say this started around 11AM this morning.…
