I have changed my plan, but not to remove the data completely, I've increased my data.

I seem to have the same issue, I'm on an iPhone 6S and whenever I fall on any EXT networks my data doesn't automatically work. The only way I've found to get it working is to reset your network settings on your phone and this seems to fix the data issue. But I have to do it all over again when I fall back on an EXT network…
