Yeah, I've only been gifting from my paid plan. My first one was before the anonymous gifting was implemented, so I have the 1 member Hero badge. I can't remember for certain if I'm over the next level, I'll wait for next cycle to see for sure before bothering CS. Thanks for confirming it works on the anonymous gifts.

Sounds like a bug? Old rollover data should always be used first. If you have a lot of rollover and bonuses sometimes I gift at the start of a period anyways so I don't forget and waste it, but obviously you can't tell the future and if you might need the full amount.
