All phones can be unlocked for free by mobile providers. If it not already, contact the original carrier/mobile provider and they will do it for free when you provide them the IMEI.

Can you call the others ? Are you able to text ? Does the network work ? Is it only incoming calls that do not work ?

I would say to call your credit card. Maybe your account is on hold for some reason and the payment could not go through. The same issue happened to my friend once.
