No, once you are out of data you can no longer access any website. That being said some users are able to access the Videotron website even when out of data.

------UPDATE------ Mention of the December 19th deadline for Introductory Pricing has been removed from the Fizz website! No official word yet if they will be extending the introductory period.

@Jonathan C. I don't know if it Fizz is responsible for this all I know is that this started happening after I switched to them. You bring up a valid point about it possibly being Rogers giving out my number, however, considering the amount of bugs Fizz has I think it would be just as likely that Fizz is somehow leaking…

@René D. I have had this number for over 7 years and have only been receiving this amount spam since porting it over to Fizz. This number is already listed on the do not call list.
