I just received my bill. It shows that my referral bonus is only $22 instead of $25. Why?

Dont know how it work either... got 22$ credit on my first month, (bill is more than 22$) then on my second month got full credit for my bill ($44.xx had more than one referral).
.
I guessed it had something to do with taxes.... anyhow ....
